Our affiliate in the NPA network has asked our help. His great client for 35 years, Saudi Aramco, has reopened about 60 senior positions in their Project Management / Corp. Central Engineering Group. They have an amazing downstream capital budget for the next few years of $95 Billion+ to build 4 or 5 giant refinery/petrochemical JV complexes w/ Sumitomo, Dow, ConocoPhillips, etc. to sell refined products and petrochemicals globally, particularly in Asia. With their low raw materials cost they have the advantages and the money. They also have ongoing projects in upstream and midstream pipeline and oil / gas processing facilities, so they are in a serious people bind (a lot of their expat employees are at retirement age at a time of great expansion).

Our affiliates information comes from the Client Company, from the many many hundreds of people he has placed with that Client, and from the half dozen or more trips he has made to the Kingdom. He has proven extremely reliable over the decades that I have dealt with him. So, as we see the USA heading into very troubled waters during the next number of years (taxes, health care, job opportunities, etc), these 5 dozen or more positions shine like a beacon. The economics of a 10 year or more stay with the Client yield economic rewards that are staggering they are so good. And the affiliate knows many people who have achieved these financial results so they are indeed real.

While Saudi Arabia doesnt sound like the best place, actually its not bad. Life in the Aramco towns is surprisingly not that different from the SW USA. Its totally safe, (The Co. has never had any dangerous incident in any of their compounds in 70 years), and they have their own excellent schools, hospitals, a world class golf course/country club, beaches, 42 day vacation for family w/ airfare anywhere, a great savings plan, the worlds best retirement package, very nice housing and rec. facilities. They pay very competitive salaries and offer a super tax-protected ex-pat living package. They are Saudi-ized for mgmt. jobs and cant offer VP-type advancement, but if a guy likes it there and does well, and stays a while, they just fog the cash to them to keep them happy. If a guy goes over at a good senior job/salary level and stays for 10+ years before their mandatory retirement at age 60, he can easily come home with $3 to 5+ million in cash in his US bank (as a result of their subsidized housing, COL bonus, ex-pat premium, tax protection, etc.) The Company is not seeking short term employees. IT HAS A MANDATORY AGE 60 RETIREMENT POLICY.

Their projects are gigantic, they use EPC firms all over the world, and their standards are similar or better than the USA, all business is only done in English, thus the experience you get working there is World Class.

Their jobs are fully family status, and are career-direct-hire w/ full benefits, medical, etc. My affiliate visits regularly and has a bunch of fairly close friends working there, many who have been there for years. Its a great place to raise kids...super private schools, no crime, no drugs. If desired, and they have a skill, wives can get a job with Aramco; insider Aramcos towns women can drive, play golf, tennis, ride horses or whatever. Their schools are taught by the best teachers money can hire, and they have the usual PTA groups, sports, Boy/Girl Scout troops, etc. Summers are hot, but everything is air-conditioned and winters are delightful. A big plus is the travel opportunity: paid airfare for family anywhere and the time and money to see the world before you get old...ski in Europe, visit Bangkok, Australia, Istanbul, South Africa, etc. or just come back home for a month. Interviews are usually initially by video-teleconference from your town direct to the mgrs. in Saudi, and if all goes well, you and wife would be invited to Houston at their expense for a days dog and pony show to learn about bennies, see movies of the facilities, and visit at length with retired Aramcons who spent years living there...all before you decide whether to accept their offer.

Our affiliates client has more than 5 dozen open positions in their engineering departments. All require background in the process industry (oil and gas upstream, downstream, and midstream, including continuous process chemicals, refining, gas processing, LNG, pipeline, and oil / gas exploration and production people). They do not want job hoppers or short term candidates. EPC people with this industry experience from Fluor, Bechtel, Mustang, KBR, etc, are also acceptable to them as are employees of operators in these industries. They do not want managers or junior engineering people with less than 9 years experience. They will also, for the first time, seriously consider single women with this experience. Civil Engineer

POSITION DESCRIPTION: Responsibilities include: Writing functional and detailed design specifications. Prepare conceptual design packages and engineering budgetary cost estimates. Responsibilities include providing technical services to Maintenance and Operations with regards to long term maintenance on concrete. Serve in a technical role on structural and civil engineering. Review design drawing and engineering specifications to produce review comments and perform quality assurance assessments. Communicate with vendors and technical consultants to resolve complex issues concerning new technology revision to standards and purchase specifications, test procedure and new project design. Provide mentoring and transfer knowledge, skills and experience to entry level engineers and designers. Develop continuous improvements solutions and formulates the design basis by collecting, analyzing information and data relative to long term economic considerations and such other pertinent factors as may be involved as preliminary step in support of proposals for new construction, modifications or maintenance to facilities. Assists other engineers in the solutions of problems outside their specialty (application). Outlines the supporting service requirements such as drafting ,surveying, materials take-off, requisitioning and clerical services ,checks and coordinates the progress of such work, and reviews it for accuracy upon completion. Acts as the project design engineer on assigned projects. Follows and inspects the construction progress of assigned projects assuring conformance with design specification, codes and standard, Recommends or confirms design change, material and equipment substitutes, and assures that costs do not exceed appropriate funds by anticipating overruns and justifying supplementary appropriation. Performs a variety of related work such as initiating reports. SELECTION CRITERIA: Education: BS Engineering. Experience: Position requires ten (10) years experience in construction or associated engineering fields. A well rounded knowledge of project management, cost control and cost estimating and should be well informed on Standard Safety practices.

Civil Engineer
MINIMUM REQUIREMENTS:
Education: B.S. Engineering.
Experience in the oil industry or similar process industry.
Experience must be such that the incumbent is clearly recognized as being capable of project and design assignments .
A thorough knowledge of English is required to perform analyses and studies in depth, make professional presentations and keep up with technical advancements; Arabic not required but considered desirable for American incumbents in this position. Must have a thorough knowledge of engineering practices and economic principles, calculation methods, design details, US and Aramco Codes, Standards and Specifications.

DUTIES/RESPONSIBILITIES: Normally designs or studies structural modifications to facilities such as industrial shop buildings, warehouses, residences, marine piers, oil handling, processing, storage and pipeline facilities, facilities, sewer systems, roads and streets. Occasionally called upon to design new facilities of the types mentioned. Prepare approvals of the problem solving report plans, schedules and provides coordination and work direction as required for the preparation of designs, processes, reports, correspondence and related data and assures the efficiency, adequacy and conformance to overall objectives of project. Formulates the basis for an engineering study or project or design in any basic or special engineering field by analyzing and evaluating all data pertinent to assignment. Evaluates data as to scope, effect on existing installation, economic value, long range planning and budgetary considerations. Leads and recommends new continuous improvement solutions for installations or modifications to improve existing facilities and standardization within specific fields of endeavor. Estimates costs, prepares justifications and completes expenditure requests as required. Support project execution and project proposals and initiates detailed work outline and makes decision as to basic processes, and/or equipment. Performs work and or delegates work to other engineers and final development of specialized or technical proposals and studies of proposed projects. Discusses, coordinates and resolves problems with personnel throughout Aramco and subsidiaries and with outside of Company organizations. Acts as technical consultant when required. Civil /Safety Engineer

POSITION DESCRIPTION: To provide Project Management (PM) with safety consultation and environmental, health, and safety (EHS) technical assistance for compliance with all Saudi Arab Government (SAG) EHS regulations and Saudi Aramco EHS requirements while maintaining, and improving PM EHS programs, policies, processes, and procedures. A Successful candidate is expected to: Plan and provide assistance as a consultant on safety matters on construction activities as required. Support preparation of studies, designs, reports, correspondence, and related data on safety reviews. Audit construction facilities for Project Management to insure compliance with companys SMS requirements. Identify safety training programs and applicable safety courses for Project Management. Coordinate findings with other staff groups such as Loss Prevention, fire prevention and Medical Department. Serve as a committee member of special accident investigation committees set up to investigate the cause of major accidents and means of preventing their recurrence.

SELECTION CRITERIA:
B. S. Safety/Fire Engineering.
Experience related to the petrochemical or ancillary industries in the field of safety engineering.
This experience should include construction work and participation in areas such as accident prevention, traffic control, fire prevention, health physics, hazardous materials, qualitative and quantitative risk analysis, process safety or accident investigation. Proven ability to communicate, in technical English, with science and engineering peers, Division Heads, Department Heads, and Admin. Area Heads. Must be able to produce clear, concise oral and written reports in English. Knowledge of safety engineering practices and economic principles, calculation methods, design details, U.S. and Saudi Aramco fire and safety codes, standards and specifications. Certifications, such as Professional Engineer, Certified Safety Professional, Certified Construction Safety Manager, Hazardous Materials Manager or Hazard Control Manager, are desirable but not required.
